H&HS Proposes Plan Amendments to Address COVID-19 Impact

As required by the US Department of Housing and Urban Development, Terrebonne Parish Consolidated Government prepared a 2015-2019 Consolidated Plan, which is a strategic document that reports the community development and housing needs of Terrebonne Parish. An Annual Action Plan for each year stating how Terrebonne Parish Consolidated Government will address those needs with allocated Community Development Block Grant and HOME
Investment Partnerships Program entitlement funds was also prepared as required.

The Department of Housing and Human Services’ Community Development Division proposes the following amendments to its 2015-2019 Consolidated Plan and 2019 Annual Action Plan to address the impacts of the COVID-19 Pandemic.

Citizen Participation Plan

1. The Terrebonne Parish Consolidated Government shall involve citizens in substantial amendments to the Consolidated Plan. A substantial amendment shall constitute a change of twenty-five percent (25%) or more in funding for a previously approved activity.

2. In the event of a declared disaster or emergency, the number of published notices and the comment period for a substantial amendment to include new funding or to reprogram current funds shall be reduced. To expedite the response time to meet immediate community development needs, one (1) public notice shall be published and citizens will be allowed a five (5) day comment period prior to the submission of an amendment.

2019 Annual Action Plan

A Community Development Block Grant allocation of $564,639.00 authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136 is being added under Amendment #1 to the 2019 Annual Action Plan. The following projects and funding levels are being proposed to to prevent, prepare for, and respond to the impacts of Coronavirus or COVID19:

  • Terrebonne Churches United Food Bank - $154,000.00
  • Homeless Prevention - $297,712.00
  • Planning, Administration and Staff Costs for Authorized Absences Related to COVID-19 - $112,927.00

The Citizen Participation Plan and the 2019 Annual Action Plan can be viewed in their entirety at tpcg.org/communitydevelopment. Persons that do not have the capability to view the documents online can call the Community Development Division at 985-873-6591 to make an appointment to view the documents.
